Engineer III – Structures Inspection Program - St Louis, Missouri

Mission:



Engineer responsible for performing structure inspections in accordance with MetroLink’s Structures Inspection Program, structural review of design calculations, plans, and specifications, design and construction oversight of structural repairs, providing engineering support as required for inspection and maintenance of railroad structures and MOW facilities, and maintaining structures data to meet regulatory requirements.





Essential Outcomes:



Assist the Structures Inspection Program Manager on all tasks.
Perform structural inspections for various structure types such as bridges, tunnels, retaining walls, culverts, parking garages, and buildings.
Evaluate structural deficiencies, assess criticality, and recommend appropriate repairs.
Complete structure inspection reports in accordance with MetroLink’s Structures Inspection Program and established practices.
Responsible for planning and coordinating structure inspections with Maintenance of Way Dept., Operations Dept., and outside Agencies.
Review structural and civil plans, calculations, and specifications prepared by others to determine adequacy for construction and adherence to acceptable construction standards and practices.
Assist in evaluating changes in plans, as appropriate for field conditions, in order to complete project in accordance with sound and approved engineering and construction practices.
Provide engineering support needed to design, inspect, construct, repair, and maintain MetroLink’s rail structures and MOW facilities. Support may include small structural design and detailing repair projects.
Assist in the management and oversight of structural repair projects.
Prepare project correspondence, progress reports, and other documents on status or problems.
Communicate and interact professionally and effectively with individuals and groups at all levels, both inside and outside of the organization.
Assist with maintaining the Metro GIS Structures Database and incorporation of new data and files.
Assist with maintaining the structure asset inventory and condition assessments in accordance with FTA regulations, and utilizing Metro’s asset management software.
Assist with writing, reviewing, updating and maintaining project design criteria, Standard Operating Procedures and other policy documents as required.


Required Skills:

Minimum 5 years of experience in bridge and other structures inspection in a responsible capacity, and qualified as a National Bridge Inspection Team Leader.
Knowledge and experience of civil/structural design and construction activities.
Knowledge of building materials and equipment, construction practices and techniques.
Ability to use computer software for word processing, spreadsheet, and database applications.
Ability to read and understand project specifications, drawings, calculations, geotechnical reports, structural reports, and contract documents.
Ability to communicate effectively and professionally, orally and in writing.
Ability to estimate construction costs and perform life cycle cost analyses.
Ability to physically climb and/or scale bridges or other structures.
Comfortable working at heights using a ladder, manlift, or scaffold, and while using fall protection.
Ability to walk at least ten miles per week over ballast track and uneven surfaces.
Ability to work occasional night and weekend shifts for planned or unplanned (emergency) work.
Primary Skills: Minimum 5 years of experience in bridge and other structures inspection in a responsible capacity, and qualified as a National Bridge Inspection Team Leader.
