OVERVIEW
The Judicial Council of California’s Real Estate & Facilities Management office has an opening for an Engineering Specialist in the Environmental Compliance and Sustainability unit. The Engineering Specialist will be responsible for the implementation of the Judicial Council’s Sustainability Program including utility data management; energy efficiency project analysis and implementation; zero-net energy projects; power purchase agreements; utility incentive programs, including rebate and Savings by Design management; heating, ventilation and air conditioning (HVAC) improvements; and other issues related to the Judicial Council’s Sustainability Program.
The Real Estate & Facilities Management (REFM) office is responsible for managing the state judiciary's portfolio. The REFM office manages ongoing operational needs for more than 500 court judicial branch facilities, as well as site selection and acquisition for new capital projects. REFM is comprised of five integrated operating units: Real Estate Management, Facilities Management, Environmental Compliance and Sustainability, Real Estate and Facilities Business Applications, and Security Operations.
The successful candidate will be expected to work in the Judicial Council’s Sacramento office.
RESPONSIBILITIES
• Investigate Utility, State, and Federal programs for potential renewable and sustainable equipment and designs with financing options to implement energy efficient projects or Joint Power Agency for reduction in electrical rates. Potential projects may be solar, wind power, fuel cells, or zero net energy designs.
• Power Purchase Agreements with the State Department of General Services to lease solar equipment at a reduced or fixed electrical price.
• Perform energy audits of existing court facilities; determine which facilities are priority candidates for energy audit to be performed by the Engineering Specialist or the local utility company by high energy usage, abnormal spike in usage or Court Staff complaints.
• Prepare a report of the audit findings and energy efficiency recommendations with estimated cost of equipment, annual energy savings and simple payback or return investment. If eligible, provide an application for incentive rebate from the local utility provider.
• Develop a template for the Service Provider to submit Energy Management Plans for each of the individual facilities and identify energy projects as a deliverable and a key component for the performance review according to their contracts.
• Conduct Energy Efficiency Technical Training and Educational seminars for the service providers, the facility management field staff, architects and design and construction.
• Research and specify energy efficiency Lighting Systems and Heating, Ventilating and Construction and Capital Projects.
• Represent the Judicial Branch at meetings with the Utility Companies, the Executive Branch and private industry on energy related issues.
Primary Skills: MINIMUM QUALIFICATIONS
Associate’s degree and two (2) years of experience in area of assignment, and ability to travel to job site. Additional directly related experience and/or education may be substituted on a year-for-year basis.
