Infrastructure Asset Program Analyst

DUTIES:

Works as a member of the Infrastructure Asset Management Program Team and supports the Design and Development Division in the following areas and any other duties as assigned:

Initiate, Plan, Develop and Monitor Business Processes and Procedures
• Develop business process and procedure documentation
• Develop Best Practice Documentation
• Collaborate with other Team members to analyze current and future business needs of the Program
• Follow already established procedures and processes (e.g., best practices and business process documents)
• Monitor daily activities of Team members, hourly staff and Department staff to ensure best practices, business processes and procedures are being followed
• Update best practice documents as adjustments are needed
• Update business process and procedures and reference documentation as needed as a result of changes discovered during implementation or other discoveries

Communication Skills
• Communicate processes and procedures to multiple staff with a wide range of skill sets
• Prepare meeting minutes and document identified action items
• Schedule meetings, and prepare business correspondence to diverse audiences

Infrastructure Inventory and Condition Assessment Activities
• Assist in performance of system administrator activities for infrastructure asset management system
• Ensure changes identified during infrastructure inventory and condition assessment activities are properly logged and updated in best practices, business process and procedures and reference documents
• Develop and monitor business processes and procedures required for the infrastructure asset management system, initial infrastructure inventory and condition assessment, infrastructure inventory life cycle, and future required condition assessment activities
• Assist in implementation of future software development, data analysis within system and develop reports to meet the Department needs

Training
• Develop and provide training to hourly and field staff
• Develop and provide training to Department staff on lifecycle process and procedures, and use of the infrastructure inventory system EOE

QUALIFICATIONS:
Graduation from an accredited college or university with a Bachelor's Degree in Information Systems, Business, Management or closely related subjects and at least four (4) years of professional experience (prefer experience in development of business processes, training and managing documentation); or an equivalent combination of education and experience.

Travel and stay overnight on occasion.

Take a long-term view of the Department’s or Unit’s direction and articulate a vision which integrates key program goals, priorities, values and other factors.
Demonstrate regular and predictable attendance.

EXEMPTION STATUS / SPECIAL NOTES:
This position has been determined to be exempt according to the Fair Labor Standards Act. Employees must agree to accept compensatory time off in lieu of cash payments in accordance with the Department’s Compensatory Time Off and Overtime policy.
Smoking is prohibited in all owned, rented or leased Department of Conservation offices, buildings, and similar facilities, in Department aircraft, and in vehicles.
The Department of Conservation will hire only United States citizens and aliens authorized to work in the United States. All new employees will be required to complete an "Employment Eligibility Verification" (Form I-9) and produce requested documentation after employment.
