Syar Industries, Inc./Syar Concrete LLC is one of northern California's leading producers and suppliers of high quality aggregate rock products, asphaltic paving materials and ready mix concrete. With its headquarters in Napa, Syar serves the construction industry from strategically located facilities in ten counties.

Job Description

The Environmental Manager is a professional level position reporting directly to the Vice President of Engineering & Operations, this position is located in Napa, CA and is responsible for ensuring compliance with all applicable Federal, State and local environmental regulations, permitting requirements for all of Syar Industries operating facilities. Syar Industry operating facilities include: asphalt plants, ready mix concrete plants, hard rock quarries, sand & gravel quarries, vineyards, and maintenance shops. These facilities cover a wide geographic area.

This position requires an in-depth knowledge of environmental regulations and requirements, employee management experience, good skills in verbal and written communication, must be organized, and good problem solving ability. The Environmental Manager is responsible for ensuring compliance with all environmental and land use laws, regulations and permitting requirements, identifying environmental requirements and developing strategies to meet these requirements by using available human, technical, and physical resources.

The position involves, but is not limited to, the following tasks and duties:

Regularly evaluate Syar facilities for environmental compliance at assigned facilities and effectively communicates issues of non-compliance to management.

Maintain a high level of knowledge of Federal, state, and local environmental and land use laws and regulations.

Review current and proposed permits, laws, and regulations to analyze their impacts on the assigned Syar facilities and effectively communicate those impacts to management.

Prepare and submit comments concerning environmental and land use laws and regulations.

Prepare and submit documents such as environmental and land use permit applications, plans, and reports by the required due dates enabling the continued operation of Syar facilities.

Manage environmental consultants performing work for Syar.

Assist in planning for changes in physical facilities to meet environmental requirements.

Assist in implementation of policies and procedures to ensure practices are in compliance with the applicable environmental and land use permits, laws, and regulations.

Investigate and resolve compliance problems, questions, or complaints received from within the company, customers, government regulatory agencies and/or the public, perform due diligence investigations, and act as company advocate for environmental issues.

Communicate with company personnel, regulators and consultants on all environmental issues.

Maintain reports, records and production documentation.

Train other staff in the company on relevant environmental issues and regulations, including related company policies.

Ensure compliance requirements are met through organizational and procedural measures including implementation of guidelines, performing training, monitoring compliance, adherence to all company policies, etc.

Determines sources and methods of controlling pollutants in air, water, and soil, utilizing knowledge of agriculture, chemistry, engineering principles and applied technologies.

Analyze and report measurements and observations of air, water, soil, and other sources to make recommendations on how best to clean and preserve the environment.

Perform technical research and utilize computers as aids in developing solutions to engineering problems.

Formulate plans to assure compliance with regulatory standards, and design programs, cost estimates and specifications to meet requirements.

Design and monitor waste disposal sites, preserves water supplies, and reclaims contaminated land and water.

Identify and analyze sources of pollution to determine their effects. Plan and conduct environmental research studies to develop methods of abating and/or controlling sources of environmental pollutants.

Represents Company to governmental agencies and accompany them on site visits to facilities.









Qualifications

Minimum 8 years experience in environmental compliance field.

Experience working in construction and or aggregate/asphalt/concrete production

Environmental Science or Environmental Engineering Degree required

Current QSD and QSP Certifications

Experienced in California SMARTS program reporting

Experienced in CARB and BAAQMD application filing
