Position Summary:

The California High-Speed Rail Authority (Authority) has developed a long-term implementation program to deliver the 800-mile California High-Speed Rail Program connecting Southern and Northern California. This multi-billion dollar project includes final design and construction of the rail and civil infrastructure to support a 220-mph high-speed rail service. AVS is providing Quality Management and Railroad Coordinator services for the Rail Deliver Partnership (RDP).

This is a full-time position located in Fresno, CA. Some travel may be required.

Key Responsibilities:
• Executes a wide variety of general administrative duties supporting the CHSR Program, Central Valley Regional Management Team and Central Valley Railroad Coordinator.
• Coordinates construction on Railroad’s right-of-way including, but not limited to, coordinating track outages and work in accordance with Railroad’s Capital Improvement Plan.
• Works with the Authority and its contractor to provide recommendation on most effective strategies for use of Railroad flaggers.
• Prepares scheduling and flagging matrices (Burlington Northern Santa Fe matrix as well as Union Pacific Railroad matrix); reviews data for accuracy and ensures timely completion.
• Performs onsite verification to ensure compliance with requirements for working on Railroad’s right-of-way.
• Reviews invoices submitted by the Railroad for flagging and engineering services.
• Attends pre-construction meetings or necessary Railroad coordination meetings as requested by the Authority or Railroads.
• Establishes computer-based queries and spreadsheets to input, analyze and present data.
• Prepares presentations on multi-disciplinary related topics.
• Prepares materials for reports and permit applications; gathers information, writes rough outlines, and/or prepares work progression documents and graphic presentations.
• Provides assistance with project scheduling, estimates, engineering specifications, property ownership, rights of entry, procurement, construction contracts, cost tracking and other support activities as needed to support the Regional Management Team.
• Provides assistance/recommendations for verification and acceptance of rail material.
• Organizes and facilitates Lessons Learned meetings with Railroad Coordinators on all construction packages.
• Works with all construction packages to establish best practice guidelines, recommendations and procedures for future reference.
• Identifies need for improvement for existing procedures and leads efforts in improving and creating new procedures.
• Additional responsibilities as assigned by supervisor.

Skills and Abilities:
• Strong understanding of Railroad Agency protocols and procedures
• Strong interpersonal and written communication skills with the ability to contribute effectively as part of a team involving staff, clients and outside agencies
• Proficiency in Microsoft Office (Outlook, Word, Excel, and PowerPoint)
• Strong problem-solving skills, including identifying data quality issues
• Strong organizational skills, including an ability to prioritize activities
• Capable of developing staff and leading teams towards accomplishing goals
• Detail oriented production of executive level documentation
• Strong presentation skills
• Ability to make decisions using sound, professional judgment
• Have the ability to lift and carry a minimum of 35 lbs

Minimum Qualifications:
• Bachelor’s degree or equivalent experience in Transportation Industry
• Minimum of 3-5 years of experience in a Railroad Coordination role or heavy rail construction Industry, or comparable expertise
• Valid California’s driver’s license required
• Ability to perform site audits
• Knowledge of CFR Title 49 Part 213 & 214
• Must be an effective communicator, both orally and in writing
