Assistant Dirertor Plans, Specifications & Control

POSITION OBJECTIVE
Ensure all aspects of design scopes and contract documents in the Capital Program are in compliance with policies, procedures and project management practices needed to maintain the highest quality standards with minimum impact to MNR operations while maintaining a safe environment for employees and customers. Develop scopes of work; prepare ad-hoc technical reports; and review plans and specifications at various design levels for a variety of types of work. Ensure compliance with applicable codes and standards, Strategic Business Plan objectives, and established budget and schedules.

RESPONSIBILITIES
Review and comment on design consultant prepared plans & specification for technical accuracy, completeness, compatibility, constructability and applicable code requirements (i.e. ADA, NYS Uniform Building Code, NYSDOT, etc.).
Oversee, control, and proactively participate and monitor project processes to ensure performed timely and in accordance with established requirements (eg. Constructability reviews, design reviews, risk assessments, pre-solicitation phase etc.).
Develop standards for drawings, specifications, and contract documents to ensure uniformity and improved control. Set-up a reference library for Project Managers with standard specifications catalogued by the various CSI subgroups.
Control, monitor, assign tasks, and approve payments for On-Call Capital Programs Engineering Services contracts. Assist with selecting suitable projects for the Small Business Development Program to achieve established goals and act as a liaison with field staff to communicate any ongoing issues.
Act in the capacity of designated Value Engineering Design Review Officer. Approve and deny waiver requests; participate on review committees.
Design small scale projects that conform to CSI requirements and include in-house support tasks. Prepare ad-hoc technical reports.
Train, coach, and develop junior engineers, associate engineers and interns within Capital Programs with their technical expertise.

REQUIRED QUALIFICATIONS
Competent understanding of Civil Engineering principals.
Thorough knowledge of construction methods and standards.
Strong management and coordination skills are required to plan, supervise and implement Capital Projects.
Excellent technical writing skills.
Strong verbal and written communication skills are required to provide project information both internally and externally to Metro-North.
Personal abilities of motivation, self-starter and persistence while motivating others.
A solid working knowledge of Program Management, Construction Management, QA/QC, Construction Contracts.
Strong leadership and interpersonal skills with the ability to foster teamwork.
Ability to present technical material to a group of public officials or community groups in laymen’s terms.
Strong project management and coordination skills with adherence to scope, budget, and schedule; attention to details with adherence to deadlines.
Ability to interact with internal departments and City, State and Federal Agencies.
Knowledge of MS Office Suite and/or comparable applications.
Familiarity with Critical Path Method (CPM) Scheduling, including Primavera.
Ability to develop processes and procedures.
Travel to various construction sites.
Ability to function under the conditions of an active construction site.
Valid driver’s license.

REQUIRED EDUCATION/EXPERIENCE
Bachelor’s Degree in Civil, Mechanical Engineering or related engineering discipline; and/or Architecture.
Minimum of eight (8) years of experience in performing Designs, Construction Management, and/or Resident Engineering Services.
Minimum of five (5) years of experience managing staff of professionals in aspects of construction management.

PREFERRED QUALIFICATIONS
P.E. License.
Certifications as New York State Certified Code Official.
Experience managing third party consultants and contractors.

OTHER INFORMATION
This is a safety sensitive position and subject to toxicological testing.


SELECTION CRITERIA

Metro-North may also require the applicant to undergo a physical ability test, and, if the Company extends a conditional offer, may require him or her to undergo a medical examination, which may include toxicological testing.

For applicants who are current employees, you must be in active service and have worked in your present position for at least one (1) year to be eligible to apply for a posted position, and have completed the agreed upon formal training commitment, plus on-the-job training, if applicable (for example: Signal Trainee, Foreman-In-Training, etc.) in order to be eligible to transfer. If you are transferred, you may be required to forfeit your seniority in your present occupation. In addition, Metro-North employees are subjected to an internal investigation, which includes an evaluation of their safety and discipline records and their performance assessments.

As an employee of Metro-North Railroad you may be required to complete a New York State financial disclosure statement, if you earn more than $91,821.00 or if you hold a position designated as a policy maker.
