Assistant Director, Structural Engineering

POSITION OBJECTIVE
Coordinate and manage Capital Projects in New York. Coordinate the implementation of the Capital Program with project managers from other departments within the Capital Engineering Department. Ensure that the appropriate requirements and regulations of Metro-North are met, within the scope of all work performed.

RESPONSIBILITIES
Direct a staff that manages Capital Projects (both design and construction phases) in New York involving structures, buildings and stations, bridges, tunnels and tracks. Together with staff, manage projects to completion within original scope, schedule and budget.
Ensure all work on Capital projects is progressed with Safety as the top priority.
Ensure Capital projects are coordinated (schedule, support) with Metro-North Operations and FA groups.
Furnish technical assistance to MNR and MTA Executives, MTA Real Estate, Operating, Legal and Controllers’ staff. Maintain liaison with City, State and Federal Agencies.
Provide support to MNR FA groups as required, including managing consultant design of work to be performed by in house MNR force account. Provide engineering assistance during emergencies as requested.
Provide technical and administrative supervision of consultants and contractors on relevant Capital Projects.
Review all design plans and specifications for projects prepared by third party consultants working for the railroad, including those projects submitted by State DOT’s, municipalities, Individuals and corporations.
Review contractor construction procedures as appropriate.
Direct administrative controls to assure project completion within time and budget. Ensure timely and accurate reporting of project status.
Assist Capital Planning in preparation of 5 year Capital plans and 20 year needs assessments.

REQUIRED QUALIFICATIONS
Familiarity with pertinent design and construction techniques, procedures and safety standards.
Ability to speak effectively in a group setting and make formal presentations.
Strong leadership, management and coordination skills to plan, supervise and implement Capital Projects.
Strong verbal and written communication skills.
Personal abilities of self-starter and persistence are essential and the ability to motivate other to work together in a coordination manner.
Attention to details with adherence to deadlines.
Ability to coordinate and manage multiple projects concurrently.
Ability to interact with internal/external customers.
Knowledge of MS Office Suite and/or comparable applications.
Familiarity with American Railway Engineering and Maintenance of Way Assn., American Institute of Steel Construction, American Concrete Institute and other common engineering codes.
Valid driver's License.

REQUIRED EDUCATION/EXPERIENCE
Bachelor of Science or Bachelor of Engineering Degree in Civil/Structural Engineering or related field.
Professional Engineer (PE) License.
Minimum of eight (8) years of experience in design, analysis, and construction of structural areas including stations, buildings, bridges, tunnels and track.
Minimum of five (5) years of experience managing a professional staff.

PREFERRED QUALIFICATIONS
Knowledge of the Operating Railroad, the Metro-North and MTA Corporate and Organizational structure.

This is a safety sensitive position and subject to toxicological testing.


SELECTION CRITERIA

For applicants who are current employees, you must be in active service and have worked in your present position for at least one (1) year to be eligible to apply for a posted position, and have completed the agreed upon formal training commitment, plus on-the-job training, if applicable (for example: Signal Trainee, Foreman-In-Training, etc.) in order to be eligible to transfer. If you are transferred, you may be required to forfeit your seniority in your present occupation. In addition, Metro-North employees are subjected to an internal investigation, which includes an evaluation of their safety and discipline records and their performance assessments.
