JOB OPPORTUNITY: Director of Technical Services
The California Asphalt Pavement Association (CalAPA) is seeking qualified candidates to fill the position of Director of Technical Services. CalAPA, founded in 1953, is a non-profit trade association representing the asphalt industry in California. CalAPA members include hot mix asphalt producers, petroleum refiners, paving contractors, engineering firms, equipment manufacturers, commercial testing labs, emulsion suppliers and other entities that make up the diverse industry in California.

ESSENTIAL DUTIES:
The Director of Technical Services is responsible for the delivery of outstanding technical products, services and expertise to the asphalt pavement industry in California, including helping to oversee the technical content of CalAPA’s technology-transfer activities; such as annual conferences, classes, meetings and publications. The Director of Technical Services is the association’s point-person to interface with local, state and federal agencies and academia on technical matters, including research, specification development and implementation, helping to educate policy-makers and others on asphalt pavement-related matters. Additionally, the Director of Technical Services works with CalAPA members to formulate and communicate association positions on technical matters. The Director of Technical Services is the principal staff person to interact with CalAPA’s Technical Advisory Committee, which is comprised of engineers and other technical subject matter experts drawn from the association’s membership. The Director of Technical Services may also be called upon to deliver technical presentations, teach classes, seminars, deliver testimony at hearings, meet with agency personnel and other duties that will advance the industry’s technical agenda.

SKILLS & EXPERIENCE:
The successful candidate for this position will possess:
 Must be an acknowledged expert or authority in the area of asphalt pavements.
 A minimum of 5 years experience working in a technical capacity where knowledge and expertise of asphalt
pavement-related topics materials is required; such as materials, mix and structural design, testing, and
construction.
 A four-year degree from an accredited college or university in engineering, construction management, related
science-majors (such as geology) or other related areas.
 Exceptional verbal and written skills, including enthusiastic and memorable presentation skills.
 A skilled facilitator, negotiator, and communicator, with the ability to formulate arguments logically, coherently
and factually to ensure data-driven decision-making.

 An understanding of the road construction industry and the construction materials industry, with a special emphasis on asphalt-related topics. This understanding is drawn from extensive field experience.
 An understanding of trade associations and how they function.
 An understanding of public works agencies and specification development, as well as elements of Quality
Control and Quality Assurance (QC/QA).
 Proficient in computer software and the Microsoft Office suite.
 A highly-motivated, self-starter with excellent organizational, management and time-management skills and the
ability to effortlessly multi-task in a team-oriented work environment.
 A current license as a registered civil engineer in the State of California, or in another state, is highly desirable.
An advanced college degree or technical certifications are desirable.

TRAVEL:
The CalAPA Director of Technical Services is required to travel within the state to attend meetings and functions, which may include overnight stays. Out-of-state travel is occasionally necessary. Travel may comprise more than 50 percent of the time.

REPORTING RELATIONSHIP:
The CalAPA Director of Technical Services reports to the association’s Executive Director, but receives ample guidance from CalAPA members on technical matters that may impact the industry.

LICENSES AND CERTIFICATIONS:
Although not required, it is highly desirable for the CalAPA Director of Technical Services to be a licensed civil engineer in California, or in another state with the expectation that the Director of Technical Services will earn a California PE license within one year of employment. Other technical certifications related to asphalt pavements are highly desirable. A valid Driver’s License is required.

SALARY & BENEFITS:
Salary and benefits will be matched to the experience and qualifications of the candidate. The salary range is $100,000 to $120,000. Health and retirement benefits also are offered.
